DescriptionMUNICIPAL LAW ENFORCEMENT 
 
Respecting the rights of our neighbours is an important aspect of community living. At times, however, boundaries may be crossed and Municipal Law Enforcement Officers investigate complaints received from the public about alleged violations of various municipal by-laws. 
 
The goal of Municipal Law Enforcement is not to penalize the citizens of Hamilton or visitors to our city, but rather to achieve compliance through education and the provision of information in order to preserve the quality of life to which each citizen is entitled. 
 
Municipal Law Enforcement Services deals with a wide range of legislation,including but not limited to by-laws regulating: 
 
REGULATION: Alleyways  
ENFORCES: Obstructing or dumping in City assumed alleys  
 
REGULATION: City Property  
ENFORCES: Prohibited activities on Municipal Property  
 
REGULATION: Dogs  
ENFORCES: Barking dogs, clean-up feces on private property 
 
REGULATION: Fences, hedges, driveways 
ENFORCES: Fences, hedges and illegal driveway approaches  
 
REGULATION: Parks 
ENFORCES: Prohibited activities in Parks  
 
REGULATION: Pigeons 
ENFORCES: Unlawful attracting of pigeons that cause a nuisance on a neighbouring property 
 
REGULATION: Roads  
ENFORCES: Encumbering, obstructing or fouling the highways  
 
REGULATION: Signs  
ENFORCES: Placing, erecting or posting signs on or near a highway  
 
REGULATION: Snow  
ENFORCES: Clearing snow and ice from the City sidewalks  
 
REGULATION: Waste Collection  
ENFORCES: Curb side waste  
 
REGULATION: Water  
ENFORCES: Unauthorized or prohibited use of water  
 
In most cases, enforcement of the above regulations is limited to the issue of an advisory or a warning and recommendations as to compliance options. Rarely is it necessary to issue an Offence Notice or a Summons to Court given that willing compliance is always the preferred outcome.  
 
Each Municipal Law Enforcement Officer (M.L.E.O.) providing Municipal Law Enforcement services is appointed by Council and is a "peace officer" as defined by the Police Services Act. Their primary function is to provide assistance to the public in accordance with the City's "customer service" model.
