DescriptionThe Development Staging Plan of the City of Hamilton is a multi-purpose tool that has been prepared to establish the City’s intention toward processing of plans of subdivision for residential and industrial development to draft plan approval and then to registration. It also assists the City and development industry by supporting development and managed growth by: 
 
Ensuring that growth and staging of growth conforms to the City’s Official Plan and the Province’s Places to Grow Strategy; 
Forming the basis for preparation of the Capital Budget for development related capital works and expenditures by the City in accordance with it’s Growth Related Integrated Development Strategy (GRIDS); 
Allowing the City to co-ordinate and plan growth and work toward a logical development sequence; 
Providing guidance to local school boards and utility companies for the planning and co-ordination of capital works related to growth; 
Providing information regarding capital works budget forecasting and growth and staging information to the development industry, and the public; 
Assisting in preparation of the Development Charge (DC) background studies, DC by-law, and updates; 
Allowing for optimization of staff resources; and, 
Highlighting areas where the completion of planning studies and major capital works are required prior to development proceeding.
